I unfortunately grew up sometime after the console wars, so I didn’t know this game existed (Feel free to utter an “Uncultured Swine” quip, I probably deserve it.) It sounds pretty cool, save for the slippery controls. I can’t see myself ever trying to get a hold of it. Still, thanks for this bit of video game history I didn’t know about.

As you said, despite being based on a Sega’s flagship game back in the day, this remake is closer to a glorified fan project rather than a medium/big contender. It was developed by a very small team and even published by a not so big, emulation specialised (therefore good at licenses) company like dotemu.
By the way, Omar Cornut is the author of the (still) best Sega Master System emulator (Meka, WB2 last and WB3 first boss name) and the most important preservation community regarding Sega’s 8 bit console (smspower.org). That’s why I know he was working on his personal favorite game ever.
